Plant Description and Operating Era

The Milwaukee boiler works traces its history to Vulcan Iron Works, which was allegedly acquired by Combustion Engineering predecessors circa 1907 and subsequently operated as Vulcan-Combustion Engineering and later as a CE-owned industrial boiler manufacturing operation. The plant allegedly produced industrial firetube and watertube package boilers, boiler drums, and pressure-vessel fabrications for Midwestern manufacturing, paper, and utility customers through much of the twentieth century. The facility historically employed skilled boilermakers, welders, machinists, and pattern makers and operated as a heavy-fabrication shop with plate-rolling, ASME welding bays, and stress-relief furnaces.

Plaintiffs alleged in publicly filed U.S. asbestos personal-injury and wrongful-death litigation that pre-1980 Milwaukee Vulcan premises involved asbestos through:

  • Asbestos-refractory brick, castable, and monolithic in boiler firebox, superheater header, and reheat furnace linings
  • Asbestos-fabric expansion joints and asbestos-block hot-side lagging on boiler drums, superheaters, and economizers
  • Asbestos pipe covering on process steam mains and utility lines
  • Asbestos sheet gaskets at pressure vessel, boiler drum, and steam header flanges
  • Asbestos-fabric radiography shielding cloth for pressure vessel NDT
  • Asbestos-block heat-treat furnace lagging
  • Asbestos sprayed fireproofing on structural steel (pre-1973 EPA ban)

Workers Exposed

HFIAW Insulators, UA Pipefitters, IBB Boilermakers (ASME pressure-vessel hot-work), BAC Bricklayers (refractory), IBEW Electricians, Ironworkers, Millwrights, and USW steelworkers allegedly worked around asbestos-containing materials at the Milwaukee Vulcan works.
